C-349 was never particularly observable. Its effects destroy the hold on a person's body and hands over control to Cerberus and the Legion.
What happened is the infected did not lose control in waves, but all at once. A rather calculated measure, really.

KNOWN BACKGROUND INFORMATION
The first infected subject is known today as Legion-A. Legion-A was originally a male child living in the times of the peak of Germany’s witch hunts, and as such was originally thought to be demonic possession. The release of C-349 is considered to be in conjunction with Project CERBERUS, though Project CERBERUS took place c. 2019, 349-458 years in the future.
SYMPTOM INFORMATION
Phase One: Subject shows little to no indication of infection initially. First signs of infection start with discolouration of the iris, starting with the grayscale of the original colour, then slowly getting darker until the irises become black. Subject is otherwise unaffected.
Phase Two: Subject’s skin begins to become more pale, to an ashen hue or an otherwise grayscale colour, and starts to lose weight. Subject begins to act more animalistic, occasionally bearing teeth at unknown movement. Subject begins to favour sitting in corners. Subject, usually, will begin to crave writing utensils. Snippets of writing include “EST CERBERUS”, “THE EVENT IS ON THE HORIZON”, as well as variations on “My name is Legion, for we are many” in several languages. Cognizant thinking is affected, and appears to gradually become more difficult. Towards the end of Phase Two, the subject begins thinking collectively, if they had previously been individualistic, and becomes distressed when forced to act in a way that gives benefits for only itself.
Phase Three: The subject’s iris and pupils disappear entirely, with the whites emitting some sort of bioluminescence of unknown origin. Subject loses most if not all muscle mass, and gains the appearance of a cadaver. Subject at most times grins widely, usually revealing broken teeth; these teeth are often very white with no obvious enamel decay. Subject no longer has an identity of self, and if around other infected individuals will begin moving in what appears to be a formation. A humorous hypothesis was put forward that they would swarm as if ‘zombies’, but this appears to not be the case, except during an attack formation designed to confuse and overwhelm the target, though not to destroy a target. Subject still responds and desires to obey outside stimuli, but struggles to do so.
Phase Four: The subject becomes completely separated from its former identity. Subject’s conscious appears completely unified with the entity ‘Legion’, and the subject will eventually begin to refer to itself as such during this stage. If the subject has not started referring to itself as “we” instead of “I” in Phase Three, it will begin to do so in this phase, though eventually it will stop speaking entirely.
Phase Five: The final phase. The remainder of the subject’s body structure will change entirely, seemingly into random shapes. (The only consistency has been with the one that calls itself Cerberus, and the ones labeled Legion-A, Legion-B, and Legion-C. They all have combinations of human and reptile structures, although the reptilian attributes appear to be superfluous and serve no mandatory function.) The subject will no longer possess internal organs of any sort. No blood, no intestines, no brain, no eyes, and so forth. The subject’s skin, or hull, will be a rubbery, black substance. The subject contains a liquid that glows brightly, and can only be described as white. If the subject is damaged enough to part the hull, the liquid spills out, revealing itself to be rather thin once on an outside surface, and resembles paint. The hull appears to obtain liquid attributes itself upon damage, but just long enough to ‘heal’ itself. Normally, the hull appears melted, but it has been confirmed to be solid when undamaged. The liquid inside only seems to be an actual liquid when it leaves the body; it otherwise appears gaseous.
QUARANTINE INFORMATION
No known cure. Subjects should be terminated before Phase Three.
