Factions have presented themselves, as one can only imagine during times of strife. Here's a quick review of them and their motives.

Cerberus' Legion - The Legion is a hivemind, consisting of stolen - sorry, borrowed - bodies. They are puppets to Cerberus' will, though just what that is is just as unknown as which way you're supposed to put the toilet paper roll in that little holder.
    The Shells - The individual bodies of the Legion. Most of the time they look like monochrome people, like those who stepped out of an old black and white flick. Some are in states of deterioration, with gooey, pure black pouring to form deranged limbs. Some people call them zombies. They take great, personal offense to this.
    Ranks(from highest to lowest): Legionkin, Phase 4.5, Shell

Confederation of the People - A small group of fairly okay people who managed to construct a fortress out of junk. You know Megaton from Fallout 3? Yeah, that. With less planes. And definitely less nuclear bombs. We hope.
    Ranks(from highest to lowest): Squad/Camp Leader, Medic, Guard Militia, Civilian

Defense Against Underground Terrorism (DAUT) - A privately funded military, these are the guys who you'd like to be the good guys but really they just kind of stand around and look pretty. Most of them are ex-convicts and/or socio/psychopaths. Or morally ambiguous doctors. Either way, they help people only because it coincides with their own agenda.
    Ranks(from highest to lowest): Circle Member, Researcher, Intel Officer, Intel Agent, Doctor, Combat Medic, Infantry, and Air

Magnum Nation - A covert organization, they seek to create a new world order by destroying freedom. They use weapons straight out of a sci-fi FPS. Strangely, they still can't seem to get the upperhand on Shells. Any humans that cross their path would be lucky to survive. Strangely, they orignate from the non-doomed timeline, making them fish out of temporal waters.
    Ranks(from highest to lowest): Researcher, Programmer, Assembly Workers and Mechanics, Android/Gynoid (Mummy, Golem, Automaton)

Operation SIRIUS - A military shadow branch designed to replace IUPS, the branch otherwise known as DAUT's prototype. Operation SIRIUS also focuses on dismantling DAUT, as they make out its privately funded status to portray them as crazy vigilantes. What they do normally is a mystery, but it seems to involve some incredibly disturbing things.
    Ranks(from highest to lowest): General, Intel Ops, Shadow Ops, Strike Ops, Coffee-grabber-dude

SCoURGE - Mostly defunct, SCoURGE stands for Scientific Creators of the Unusual Research of Genetic Encoding. Please don't say that fast. They also majorly screwed up and brought Cerberus a vessel to this plane of existance. As a rule, their only operations are in the past.

Cerberus' Legion

“The Legion is a hivemind. They do not feel. They do not care. We have hints that the people whose bodies have been unceremoniously taken from them are still alive within. They're slowly melting on the inside. Screaming. Dying. Or, at least, one can only hope they're dying.” - James Malcolm

Three known entities known as Legion A, B, and C control different 'hives' of Shells. While there are offbranches of these hives that do not promote hostility, the main clusters can, and will, attack anyone who trespasses in their territory. And just because you cannot see them, does not mean they cannot see you.

Shells, the minions which serve under the Legion, behave like Michael Crichton's velociraptors when threatened or enraged. It is highly advisable to do neither. Their skin has turned to various shades of gray. Many note their similarities to some kind of zombie, but it is noted that Shells are not only sentinent, but find zombie jokes to be in bad taste. Don't use those either.

Shells really like teeth. They can be found pulling them out of the skulls of the dead. Even in the main clusters, Shells are docile during these activities.

Legionkin: Legion A, B, and C. Other units might be identified with the surfacing of hive clusters.
Phase 4.5: A person caught between Phase 4 and Phase 5 of C-349. They range between benign to extremely dangerous. They also range between 'ew' and 'how was that ever a person'.
Shell: The husks that C-349 leaves behind, they aren't as empty as their name suggests...

Confederation of the People

“There are many who say that in the face of this disaster, we, humanity, would have curled up and died. A long time ago, I believed God would save us, no matter our sins. Now I realize that if my God exists, we are forsaken. Only we can help ourselves now, and we must help those who cannot help themselves.” - Rose Chambers

After seeing that no one would take charge, Rose Chambers rose from the ashes of civilisation like the Phoenix, lighting the night with her perseverance and generosity. But Rose Chambers, at the base, is a simple person, and despite her best intentions, she couldn’t bring herself to use force to get people to listen to her ideals.

Roger Mitchum, a man who’d seen some serious shit as an ex-DAUT infantryman, saw Chambers’ dreams as something tangible, something reachable. Together, they pulled together enough people to listen and formed the settlement they latter called Shelter. Shelter is defended by volunteered militia, trained strenuously by Mitchum.

After a few years, Chambers proposed an outpost be constructed in the nearby city to give lodging to those still trapped and lost. This outpost, called Haven, was the first of its kind, preceding the ‘meat trucks’ of Operation SIRIUS that actually searched for survivors.

With two settlements, Chambers and Mitchum agreed that they were more than just a group of survivors trying to live. They wanted others to live, and slowly they were gaining the power to make that happen. Thus began the Confederacy of the People.

The Confederacy’s grasp lies mostly in the south of the United States, though it is not unheard of to see a caravan of ‘missionaries’ even as far north as the DC area. Most turn around before then, however.

The main opposition of the Confederacy is a nearby Op SIRIUS base, who finds their altruistic ways highly suspicious. There are no battlefields between the two, but SIRIUS operatives have been instructed with KoS orders for anyone suspected of being Confederate. In turn, Confederates have no kind words for SIRIUS. Or rather, even more unkind words than usual. Without an insignia, most Confederates fly under the radar, all things considered.

Squad/Camp Leader: Militia and Settlement Leader. Can be one or both, depending on the settlement. Haven is small enough to have one person serve both roles. Shelter has two.
Medic: Someone who has at least rudimentary knowledge of the human body. Doctors are in high demand.
Guard Militia: Someone who kiiiinda knows what a gun looks like.
Civilian: Normal people who are scared out of their wit's end.

Defense Against Underground Terrorism

The Defense Against Underground Terrorism, otherwise known as DAUT, is the product of squandered tax money and deeply rooted paranoia. It began with the creation of the International Underground Preservation Squad, but aside from gaining intel the situation fell apart quickly, as no one wanted to take the blame for any unethical techniques used.

DAUT was formed more privately, was formed so far underground as to be the terrorists they fight against. For the most part consisting of unlikeable persons, one thing keeps them chained together: fear. Fear of what is uncertain, even to the soldiers that fear it, but there it is.

Led by both Sarah Drake and Thomas Commager, the structure of the command gets more muddled the farther along the chain one goes. Especially since there are divisions within DAUT too large to not require a leader.

DAUT was founded in order to combat SCoURGE, only to discover SCoURGE wasn’t a threat. Their machinations, on the other hand, are unruly and stubborn. DAUT manufactured specialized weaponry to confront them and the Legion units. It is needless to say that their forces are better trained to handle Shells than most, but their limited numbers meant defeat was inevitable.

Circle Officer: High-ranking member, to whom all others report.
Researcher: Member of the research branch of the Defense.
Intel Officer: Head Archivists and Security Officers.
Intel Agent: Ranges from book-keeping to espionage.
Doctor: Self-explanatory.
Combat Medic: Like a doctor, only they get shot at more often. (Doctor/soldier combination.)
Infantry/Air: Soldiers.

The Magnum Nation

The Magnum Nation is completely under the radar.

Their goal? A New World Order.

Their means? An army of robotics.

They designed the first automaton called ADAM, but after the lead scientist on the project went AWOL with it, the Magnum Nation kept a tighter leash on their robots. Then came CAIN, an android in ADAM's stead, designed to replace soldiers. As such, the majority of the humans in MagNat are scientists and politicians, with a handful of assault squads.

They have a finger in every pie; each major government has a MagNat sitting in their house. These sleeper agents are waiting. What for? Even they don't know.

Researcher: They make the ideas.
Programmer: They figure out how the ideas work.
Assembly Workers and Mechanics: They build the ideas.
Android/Gynoid (Mummy, Golem, Automaton): They are the ideas incarnate.

Operation SIRIUS

Operation SIRIUS began when DAUT appeared on the map by kidnapping former SCoURGE scientist Marckus Evans. Origianlly estimated to be a year long endeavor, it eventually turned into a sect all its own.

Their goals are simple. Stop DAUT. Stop SCoURGE. Stop Cerberus. Stop all the bastards dead in their tracks.

At the end of the day, they're military. No one is permitted to utter a word. Keep the secret in. That's the only way. Most are a bit... unhappy about this. But they're loyal, usually to a fault. It isn't really a shock that most go mad after a few months exposed to the Operation's real enemy.

Regardless, they're good people. Just a bit fanatical.

General: The highest possible rank, only a couple of generals are present in Operation SIRIUS, only because most don't want to tarnish their records.
Intel Ops: The tech geeks of SIRIUS.
Shadow Ops: The sneakiest spies to have ever sneaked.
Strike Ops: The dudes that point the guns and do the shooting.
Coffee-grabber-dude: Interns. They usually know nothing about what's actually being done.

SCoURGE

“[EXPLETIVE ADJECTIVE] [EXPLETIVE NOUN (PLURAL)].” - Cerberus

Scientific Creators of the Unusual Research of Genetic Encoding. A mouthful of a name, used to describe a group that's just as chaotic. SCoURGE specializes in two things: biology and technology. Thei goal? To make it one thing. And make it deadly.

Their aim is to create beings that don't need input. A fruitless endeavor.

That's how Project CERBERUS was born. Originally proposed as an alternate power source, Project CERBERUS changed to try to harness life energies. After all, people were easy to come by. If they could make batteries out of them, well, it would certainly help solve overpopulation.

But they played with the fabric of reality itsef. And one particular god was not pleased.

SCoURGE unleashed their own brand of terror into the world, leaving decrepid creatures of twisted metal and flesh to carve deep scores across the planet. But their biggest sin was allowing an Avatar of Destruction to walk the earth, virtually undetectable except for the carnage.

Council: The shadow over the hand of SCoURGE.
Researcher: They figure out how to make SCoURGE's twisted ideals come to light.
Geneticist: They engineer nightmares.
Technician: They build the parts.
Mechanic: They maintain the parts.
Biogist: Usually unwitting pawns, they provide the organic samples the geneticists need.
